Am I a normal 15 year old?

I am 15 years old and have a 12cm long penis that is 9 cm in circumference. Also, I cannot retract my foreskin. Is this normal?

At 15, 12cm is not really on the long side. Also 9cm girth is small.

You should learn to retract foreskin, little by little every day. If it causes a problem you should see
your doctor. You need to wash your penis daily and under the skin as well.

If your penis will grow more or not depends at what age you started puberty.
In case you won’t have any growth within a year or so, you will be able to increase the size of your penis once you finish puberty.

Despite of things you’ve heard or read, natural penis enlargement works and it is a once in a lifetime investment of about $ 50.
